Montana tribe overcomes digital gap, spurring economic growth and expanding education, healthcare access

The Chippewa Cree Tribe of the Rocky Boy’s Reservation of Montana recently turned up a new broadband network that provides fast, reliable, and affordable internet access to its tribal households, businesses, and public service entities, such as the health center, police department, and schools. The network, which leverages Ciena’s (NYSE: CIEN) broadband solution, aims to improve the quality of life and economic opportunities of Rocky Boy’s 7,357 tribal members.

Historically, tribal lands have contended with limited digital infrastructure, making it difficult for their communities to participate in the digital economy. To address this challenge, the U.S. Government established the Tribal Broadband Connectivity Program (TBCP), which provides funding for the implementation of broadband infrastructure and services on tribal lands. Chippewa Cree Tribe’s network was made possible through a grant from the TBCP and deployed in cooperation with Spy Ego Media (SEMCOMM), a leader in delivering technological solutions.

“Broadband links individuals to work, education, healthcare, entertainment, and critical public safety services, providing the connectivity needed to thrive. But for many Native Americans, broadband has been unattainable, limiting opportunities and stifling innovation,” said Joseph Eagleman Sr., Corporation Executive Officer, Chippewa Cree Energy Corporation.

“All that changes with our new broadband network. Through the collaboration of Ciena, Spy Ego Media, and our Tribe, we are poised to overcome the longstanding digital divide and take a significant step forward in shaping a more connected future for our people.”

Ciena’s broadband solution includes the XGS-PON micro Optical Line Terminal (uOLT), 3801 XGS‑PON Optical Network Unit (ONU), and 5164 Routers—all seamlessly managed by Navigator Network Control Suite. The Ciena Services team also provided comprehensive training to tribal members, giving them the necessary skills to independently operate and maintain the network.

“Connectivity has the power to transform lives and communities. Working closely with Chippewa Cree Tribe, we have witnessed firsthand the positive impact that broadband access can have on unlocking new possibilities, driving economic growth, and enhancing well-being,” said Kevin Sheehan, CTO of the Americas, Ciena. “This meaningful project exemplifies our dedication to building a more inclusive and connected world.”

Newly established internet service provider Buffalo Rock Communications, which is owned by Chippewa Cree Tribe, is delivering broadband service to the Reservation.
