Doug Cooper is VP Regulatory and Market Development for Ciena Corporation's Broadband Access Group. Doug joined Ciena through the company's May 2004 acquisition of Catena Networks, a privately held broadband access vendor that specialized in outside plant DSL development for carriers.

Prior to joining Catena in January 2001, Doug spent over ten years at the Federal Communications Commission, serving in a variety of positions, including the Office of General Counsel's Administrative Law Division, the Field Operations Bureau, and the Common Carrier Bureau. 

Doug graduated from Duke University with a B.A. in English, magna cum laude, in 1984, and also received his law degree from Duke in 1987. While in school, Doug spent ten summers working as a commercial crabber on the Chesapeake Bay and still spends virtually every weekend on Maryland's Eastern Shore.
